ñîîòâåòñòâèè ñ Ôåäåðàëüíûì çàêîíîì «Î ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîì áëàãîïîëó÷èè

Íîðìàòèâû äåéñòâóþò íà âñåé òåððèòîðèè Ðîññèéñêîé Ôåäåðàöèè è óñòàíàâëèâàþò
ïðåäåëüíîå äîïóñòèìîå ñîäåðæàíèå çàãðÿçíÿþùèõ âåùåñòâ â àòìîñôåðíîì
âîçäóõå íàñåëåííûõ ìåñò. 1.3. Íîðìàòèâû
ðàñïðîñòðàíÿþòñÿ íà àòìîñôåðíûé âîçäóõ ãîðîäñêèõ è ñåëüñêèõ ïîñåëåíèé. 1.4. Íîðìàòèâû
èñïîëüçóþòñÿ ïðè ïðîåêòèðîâàíèè òåõíîëîãè÷åñêèõ ïðîöåññîâ, îáîðóäîâàíèÿ è
âåíòèëÿöèè, äëÿ ñàíèòàðíîé îõðàíû àòìîñôåðíîãî âîçäóõà, äëÿ ïðîôèëàêòèêè íåáëàãîïðèÿòíîãî âîçäåéñòâèÿ çàãðÿçíÿþùèõ àòìîñôåðíûé âîçäóõ âåùåñòâ íà çäîðîâüå íàñåëåíèÿ ãîðîäñêèõ è ñåëüñêèõ ïîñåëåíèé. 1.5.
Íàñòîÿùèå Íîðìàòèâû óñòàíîâëåíû íà îñíîâàíèè êîìïëåêñíûõ òîêñèêîëîãî-ãèãèåíè÷åñêèõ è ýïèäåìèîëîãè÷åñêèõ èññëåäîâàíèé ñ ó÷åòîì ìåæäóíàðîäíîãî

àòìîñôåðíîì âîçäóõå íàñåëåííûõ ìåñò - êîíöåíòðàöèÿ, íå îêàçûâàþùàÿ â òå÷åíèå
âñåé æèçíè ïðÿìîãî èëè êîñâåííîãî íåáëàãîïðèÿòíîãî äåéñòâèÿ íà íàñòîÿùåå èëè
áóäóùèå ïîêîëåíèÿ, íå ñíèæàþùàÿ ðàáîòîñïîñîáíîñòè ÷åëîâåêà, íå óõóäøàþùàÿ åãî
ñàìî÷óâñòâèÿ è ñàíèòàðíî-áûòîâûõ óñëîâèé æèçíè. Íîðìàòèâû
óñòàíîâëåíû â âèäå ìàêñèìàëüíûõ ðàçîâûõ è ñðåäíåñóòî÷íûõ ÏÄÊ ñ óêàçàíèåì êëàññà
îïàñíîñòè è ëèìèòèðóþùåãî ïîêàçàòåëÿ âðåäíîñòè, êîòîðûé ïîëîæåí â îñíîâó
óñòàíîâëåíèÿ íîðìàòèâà êîíêðåòíîãî âåùåñòâà. Ëèìèòèðóþùèé
(îïðåäåëÿþùèé) ïîêàçàòåëü âðåäíîñòè õàðàêòåðèçóåò íàïðàâëåííîñòü áèîëîãè÷åñêîãî
äåéñòâèÿ âåùåñòâà: ðåôëåêòîðíîå è ðåçîðáòèâíîå. Ðåôëåêòîðíîå äåéñòâèå - ðåàêöèÿ ñî ñòîðîíû ðåöåïòîðîâ
âåðõíèõ äûõàòåëüíûõ ïóòåé: îùóùåíèå çàïàõà, ðàçäðàæåíèå ñëèçèñòûõ îáîëî÷åê,
çàäåðæêà äûõàíèÿ è ò.ï. Óêàçàííûå ýôôåêòû âîçíèêàþò ïðè êðàòêîâðåìåííîì
âîçäåéñòâèè âåùåñòâ, ïîýòîìó ðåôëåêòîðíîå äåéñòâèå ëåæèò â îñíîâå óñòàíîâëåíèÿ
ìàêñèìàëüíûõ ðàçîâûõ ÏÄÊ (20-30 ìèíóò). Ïîä ðåçîðáòèâíûì äåéñòâèåì ïîíèìàþò âîçìîæíîñòü ðàçâèòèÿ
îáùåòîêñè÷åñêèõ, ãîíàäîòîêñè÷åñêèõ, ýìáðèîòîêñè÷åñêèõ, ìóòàãåííûõ,
êàíöåðîãåííûõ è äð. ýôôåêòîâ, âîçíèêíîâåíèå êîòîðûõ çàâèñèò íå òîëüêî îò
êîíöåíòðàöèè âåùåñòâà â âîçäóõå, íî è îò äëèòåëüíîñòè èíãàëÿöèè. Ñ öåëüþ
ïðåäóïðåæäåíèÿ ðàçâèòèÿ ðåçîðáòèâíîãî äåéñòâèÿ
óñòàíàâëèâàåòñÿ ñðåäíåñóòî÷íàÿ ÏÄÊ (êàê
ìàêñèìàëüíàÿ 24-õ ÷àñîâàÿ è/èëè êàê ñðåäíÿÿ çà äëèòåëüíûé ïåðèîä - ãîä è
áîëåå). Êëàññû îïàñíîñòè
âåùåñòâ, äëÿ êîòîðûõ óñòàíîâëåíû òîëüêî ìàêñèìàëüíûå ðàçîâûå ÏÄÊ, îïðåäåëåíû ñ
ó÷åòîì îïàñíîñòè ðàçâèòèÿ ðåôëåêòîðíûõ (ïðåæäå âñåãî îëüôàêòîðíûõ)
ðåàêöèé. Êëàññû îïàñíîñòè âåùåñòâ, äëÿ êîòîðûõ îäíîâðåìåííî óñòàíîâëåíû
ìàêñèìàëüíî ðàçîâàÿ è ñðåäíåñóòî÷íàÿ ÏÄÊ, îïðåäåëåíû ñ ó÷åòîì îïàñíîñòè ðàçâèòèÿ òåõ ýôôåêòîâ,
ðàçâèòèå êîòîðûõ ïðè äåéñòâèè êîíêðåòíîãî
âåùåñòâà íàèáîëåå îïàñíî. Êëàññû îïàñíîñòè âåùåñòâ, ëèìèòèðîâàííûõ ðåçîðáòèâíûì äåéñòâèåì, îïðåäåëåíû ñ ó÷åòîì îïàñíîñòè ðàçâèòèÿ ýòèõ ýôôåêòîâ. ÎÁÓ - íîðìàòèâ
ìàêñèìàëüíîãî äîïóñòèìîãî ñîäåðæàíèÿ çàãðÿçíÿþùåãî âåùåñòâà â àòìîñôåðíîì âîçäóõå. |
